In my opinion, there were two main causes for the disaster: one was of course the extreme weather and the other was that we hadnt been prepared for such bad weather. So to prevent similar disasters from happening again, I think we should improve our ability to forecast the weather, get well prepared in advance and react quickly once anything bad really happens.
